Same here. It happens so regularly that I am in the habit of copying the text of the post to the clipboard before hitting Submit, so that in the rare case of the Submit not actually working, I still have the text at hand to try again.
Experience tells me to assume the post went up OK, and go visit the thread again just to be sure.
Not a big thing, but an annoyance.

BTW, if you forgot to copy the text of the post to the clipboard, and you then get the General Error message, you can use the Backspace key to go back and recover the text for reposting.

Although I can't say for sure, I think the problem is that the board is trying to notify the author and/or anyone watching the thread that a new post has been made. That error translated into english is "unable to connect to Simple Mail Transfer Protocol (smtp) server" Interestingly, the port referenced 110, is not the SMTP port. SMTP uses port 25. 110 is for POP protocol.
