It's hard to know what you are doing wrong without going sailing with you. You should have no trouble going close hauled at 45 deg true with an HC 36.
How experienced are you?
Have you been able to point up well on other boats?
When was the last time you had the rig tuned?
Does the boat do better on one tack than the other?
How old are the sails?
Do you have roller furling?
Is your jib or genoa too big for your main?
Are you able to get weather helm?
How clean is the bottom?
Does she ride well on her lines?
